Replacement character Resistance ratings

On p.48 of the rules, column 2, paragraphs 4 and 5, it says that a starting character should keep the rating of 1 for a Resistance. That one of a new character's resistances should be kept low, I understand. Weaknesses make for fun characters. But the rule also states that the 1 rating must be kept with the same specific Resistance - that if the old character was, say, an alcoholic, the new character has to be an alcoholic as well.

How does this rule improve the game? Why does it exist? Is it just to avoid a new character's having the same weakness as one of the other current PCs? I don't see that as a great problem.
